How to Register Your Dog in Pune: Step-by-Step Process, Payment, Renewal

Why Should I Register My Dog?

A dog license is issued by local governing bodies to people who own dogs. Pet registration helps municipal authorities keep track of the pet population. It also ensures that all pets in that locality are vaccinated against diseases such as rabies, leptospirosis, etc. which is a requirement for registration.
For pet parents, registering your pets legally establishes the ownership of the dog and can be crucial in case of disputes or if your dog gets lost or stolen. In case of a dog bite, the municipal authorities have the legal authority to take your dog away, if they are not registered. Since the dog license is legal proof of your dog being vaccinated against infectious diseases such as rabies, there may be leniency shown in terms of repercussions for the dog parent.

How Do I Register My Dog in Pune?

If you are a pet parent living in Pune, it is mandatory to ensure that your dog (over two months of age) is registered with PMC. While PMC offers an online portal for registration, the process involves both online and offline steps.
The first step is online—you must fill out the application form with basic details, upload the required documents, and pay the registration fee. The second step is offline—a ward officer will conduct a house visit to verify your dog. Once approved, you must collect the dog tag (billa) in person from the ward office.
 
Step 1: Online Application

  • Visit the PMC website and create a citizen account by clicking on the “Citizen Registration” tab. You will have to fill in your basic details to register.

  • After your registration is complete, log in to your “Citizen account” and navigate to “Health” and then “H11-Dog Keeping License” in the drop-down.

  • After selecting your ward, you will be asked to upload the documents mentioned below. Ensure that they are in either jpg, jpeg, png, or pdf format and that the file size for each file is not more than 2 MB. All documents should also be self-attested.
    • Your Aadhaar card
    • Address proof (with NOC from your landlord if renting)
    • Clear photos of your dog (front face, left profile, right profile)
    • Your dog’s latest rabies vaccination certificate
  • Review the documentation carefully before hitting the “Submit” button.

  • You will be directed to the next window to fill in your dog’s details such as their breed, colours and markings, neutering and vaccination status, etc.

  • You will also be asked the number of years you want to register and pay for. The annual fee for pet registration in Pune is 50 rupees per dog. Ensure that you are reviewing the application form properly before the submission.

Step 2: House Visit & Verification

  • Within a couple of weeks, a ward office representative will contact you to schedule a house visit.

  • During the visit, the officer will verify your dog’s details to confirm the information submitted in the application.

  • If approved, the registration certificate will be generated online under your application number.

Step 3: Collect Your Dog’s Registration Tag

  • Once your certificate is issued, visit your ward office to collect the dog tag (billa).

  • The dog tag along with a copy of the registration certificate serve as proof of registration, so keep it safely attached to your pet’s collar.

What is the Renewal Process for Pet Registration in Pune?

PMC issues annual dog licenses in Pune, valid until March 31 of the following year. Pet parents must renew their licenses each year through the PMC portal. Here’s a quick overview of the process:
  • Log in to the PMC portal and select “H-13 Renewal of Dog/Cat Keeping License”.

  • Upload the required documents and ensure that all files are in JPG, JPEG, PNG, or PDF format, with a maximum size of 2MB. Documents must be self-attested.
    • Original license book
    • Address proof (self-owned, rental, or leased)
    • Pet owner’s Aadhaar card*
    • Proof of property ownership/rental agreement
    • Your dog’s photos: Face, Right side, Left side
    • Certificate of last anti-rabies vaccination
  • Pay the renewal fee of ₹25 and submit the request.

  • A house visit may be scheduled for verification, just like the first-time registration.

  • Once approved, collect the updated dog tag (billa) from your ward office.

Feedback from Dog Parents on the Registration Process

While the online registration process is fairly simple, many pet parents find the offline steps frustrating.
The biggest hurdle seems to be getting a callback for the mandatory house visit. While the officer-in-charge is from the Aarogya Vibhag at the nearest ward office, reaching them and scheduling the visit can be a hassle. Even after the house visit, some have faced delays in getting their certificate processed online.

Once the certificate is finally issued, collecting the dog tag (billa) isn’t always smooth either—it can be a time-consuming process at the ward office.
Since the renewal process follows the same steps as registration, these challenges aren’t limited to first-time applicants. As things stand, pet parents can expect similar roadblocks each year.
