Pet Registration, Gurgaon - Online Process, Fees, and Fines

Are you a pet parent living in Gurgaon? If yes, then it is important you know that it is now mandatory to register your pet dogs as per the Municipal Corporation of Gurgaon (MCG), failing which your dog is liable to be taken into custody. Here is a detailed guide on everything you need to know about the pet registration laws in Gurgaon, the cost of application and renewal and a step-by-step guide on how you can get your dog registered online in Gurgaon.

What is the Law on Pet Registration, Gurgaon?

After recent dog bite events, the MCG passed a law under Section 311 of the Haryana Municipal Corporation Act in November 2022, making it mandatory for pet parents residing within the Gurgaon municipality to register their dogs. The said notification states that:
  1. All pet dogs residing in Gurgaon must be registered with the authority appointed by the Commissioner of MCG.
  2. Every registered dog will be given a metal token which must be worn by the dog on their collar at all times in public places.
  3. Any dog which is not registered or not wearing its token shall be taken into custody and detained at a place set apart for the purpose.
  4. Dogs that are detained are “liable to be destroyed or disposed of” unless claimed and fees are paid within one week.

Yup, you read that right! Unregistered dogs are “liable to be destroyed”. Thankfully, soon after the notification came out, well-meaning pet parents were up in arms and protested the ruling. Better sense finally prevailed and in December, the MCG had to clarify its order to state that unregistered dogs shall be “detained at a place to be specified by the commissioner” unless they are claimed and a fee is paid within a week.

What are the Necessary Documents for Pet Registration, Gurgaon?

  1. Two passport-size photographs of the dog
  2. One photograph of the parent and their dog together 
  3. Pet Parent’s ID proof. Accepted ID proofs as per the MCG notice are as below: 
    1. Aadhaar card
    2. Passport
    3. Election Commission ID card
    4. Driving Licence 
    5. Ration card with photo
    6. Photo ID card (of State / Central Government, Public Sector Undertakings)
    7. Address card with photo issued by Dept. Of Posts
    8. CGHS / ECHS card
    9. Smart card issued by CSD, Defence / Parliament j. Caste / Domicile Certificate with Photo
    10. Kisan passbook with photo
    11. Passbook with photo of post office / any scheduled bank
  4. Copy of your dog’s vaccination card (mandatorily showing details of Rabies immunization)
  5. Copy of Sterilization certificate if your dog is 4 years or older
  6. In the case of the pet being imported, parents also need to attach the relevant records/documents in the name of importer

What is the Due Process for Pet Dog Registration in Gurgaon?

Pet parents can register their dogs both online or in person. Here is the step-by-step guide to both the processes:

  • Open the SARAL Haryana portal for Dog Registration Online Haryana. You can access it by clicking here.
  • If you are already registered, log in using your Email ID and Password.
  • If you are a new user, then click on “New User? Register Here”.

  • Once you are logged in, click on the “Apply for Service” drop-down menu on the left and click on “View All Services Available”.

  • Search for “Dog” on the top right box and click on “Registration of Dog”.
  • You will now be asked to verify your Family ID. If you already have one, click on “I have a Family ID” and then verify your family ID in the box provided. If you don’t have a family ID, please click here to learn how you can apply both online and in person.

  • Subsequently, a list of family members under your family ID will be listed. Parents must choose the person on whose behalf they want to apply for the dog’s license and click on the "Submit OTP" button.
  • Verify the OTP received on the registered mobile number of the person.
  • Finally, the application form for registering your dog will open. One must enter all the details of the pet parent and the dog.

Pet Registration in Gurgaon through the Municipal office MCG has also implemented a walk-in registration process for pet dogs through its municipal offices. Parents need to collect the registration form from their nearest Municipal office or the Citizen Facilitation Center, fill it out, and submit it along with all the necessary documents. Along with the form and enclosed documents, you will be asked to pay the registration fee, post which your dog will be registered, and a token issued shortly thereafter.

Fees and Penalties for Pet dog Registration, Gurgaon

As per the Government notification issued in Nov 2022, first-time registration of pet dogs will cost Rs 500 and the certificate is now valid for three years from issuance. Renewal of registration will be charged at Rs 250 for every year after that.
The issued metal token must be worn around the collar of pet dogs while in public places. If a dog is found without its token, it can be detained by the municipal body in a place earmarked for the purpose. Parents will have to pay a fine of INR 5,000 (as per this rule issued by the Government of Haryana) to claim the dog and take them back. The state government is also planning to introduce a provision for imprisonment for violations of rules. The municipal body has also advised pet parents to keep their dog on a leash in public spaces and to carry eco-friendly disposable bags for scooping their poop and dispose of it properly.

As you can see, regulations regarding pet dogs have been toughened greatly in Gurgaon and come with strict fees and penalties in cases of non-compliance. We would strongly recommend that parents get their dogs registered with the MCG to stay onside with new laws and reduce any chances of detention. We do believe however that the process can be streamlined further and will be keeping an eye on any further rulings to the same.
