Animals, whether domestic or wild, occupy a sacred role in Indian culture, symbolizing spirituality and an age-old, harmonious connection with nature. From the sacred cows that roam the streets to the faithful pets in our homes, animals are woven into the fabric of our daily lives. However, as revered as they are, the unfortunate reality is that we also encounter frequent instances of cruelty towards animals.
Fortunately, in India, we have established laws and dedicated organizations committed to safeguarding their welfare. For example, our Constitution proclaims it to be the fundamental duty of every citizen of India to have compassion for all living creatures (Article 51 (A) (g)).

The efficacy of these laws and regulations is only as good as their enforcement, and that’s why our animals rely on us to protect them by taking prompt action against any cruelty towards them.
Witnessing cruelty towards any animal can be quite shocking yet knowing how to handle the situation properly can save a life and prevent the abuser from harming other animals. This article serves as a comprehensive guide, offering step-by-step instructions on how to respond to cases of animal cruelty in India.

What is considered animal abuse in India?

Sections 428 and 429 of the Indian Penal Code consider maiming or killing any animal, including stray animals, as a punishable offence. But that is not all, under Sec. 11 of the Prevention of Cruelty to Animals Act, the neglect of an animal by denying them sufficient food, water, shelter, and exercise by keeping them chained/confined for long hours is considered a punishable offence, as well.

How can you take action against animal cruelty in India?

Remaining calm and taking prompt action can help save an animal’s life. Here are nine ways you can deal with a situation. 
Stay safe and remain calm
Before intervening in any situation involving animal cruelty, prioritize your safety. If the situation appears dangerous or violent, do not put yourself at risk. Instead, focus on documenting the incident safely from a distance. Keep your emotions in check to make rational decisions. Try to not engage with the perpetrators till you have a backup.

Get veterinary help
If you do come across an injured animal, take them to the nearest veterinary clinic or at the very least, stay with them till help gets there. You may lose an hour or two out of your routine, but it can potentially be a life-or-death verdict for the animal.

Gather evidence
Documentation is crucial when it comes to reporting animal cruelty in India. Use your smartphone or a camera to capture photos or videos of the incident, making sure to include clear shots of the perpetrators, if possible. Collect information like date, time, location, and landmarks around. This evidence will be valuable when reporting the incident.

Reporting animal abuse in India
Once you have taken care of the animal and have collected enough evidence, report the incident to local authorities immediately. Here are a few ways in which you can report animal abuse in India.
  • Contact your nearest police station to report the crime or call 100.
  • If the police are unresponsive to your reports, you can get in touch with your local District Animal Welfare Officers. These officers are authorized by the Animal Welfare Board of India to take prompt actions and help civilians out, without any charges. If you want to know the contact information of your local animal welfare officer, you can email AWBI at support-awbi@gov.in. It is best to keep their contact details handy as a preventative measure. 
  • In addition to government authorities, you can also reach out to animal welfare shelters or NGOs who may help you out at a possible, nominal fee or donation.
  • You can also reach out to Animal Welfare Board of India, directly or  animal welfare organizations such as PETA India at 757-622-7382 or 9820122602. These organizations have experience in dealing with animal cruelty cases and can provide guidance and support.


Help in rehabilitation
Today, our NGOs or animal welfare organizations or rescuers can take all the help they can get. So, keep checking in with the rescue organization about the injured animal and offer support, which may extend beyond, just monetary or kind-you can help foster, spend some time at the shelter, help in rehabilitation and find a new home for the animal.


Advocate for Stricter Laws
Laws and regulations regarding animal cruelty can vary from state to state in India. Advocate for stricter and more uniform laws by engaging with your local and national representatives. Petition for the strengthening of existing laws and the implementation of harsher penalties for perpetrators.
